Parliamentary Panel: Reduce Dependency on Foreign Import of Medical Devices

A Parliamentary health committee has demanded standalone legislation to regulate the medical device sector, including a separate regulation to create a pathway to speed up the approval of quality products. In India, 88% of the implants, 63% of all surgical instruments, and 52% of electronic equipment, such as CT scans and MRIs, are imported from other countries. In 2020–21, the import of medical devices increased from 6,250 million USD to 8,539 million USD in 2021–22. On the other hand, there was only a marginal rise in exports over the corresponding period from 2,532 million USD to 2,923 million USD.

 

A report titled, "Medical Devices: Regulation and Control," provided by the house committee, showed that almost 80% of the domestic medical device requirements were met by imports. Hence, the report emphasized the need for self-reliance in the sector and asked the Union Government to provide incentives for domestically manufactured products in government procurement.

 

Meanwhile, the health ministry has formed a committee to draught the new Drugs, Medical Devices, and Cosmetics Bill, with no plans for a separate medical device law. The Committee added that the department should ensure preferential treatment is given to all Indian manufactured medical devices having a domestic content of at least 50% during public procurement. According to the report, the three medical device segments, namely electronic equipment, implants, and surgical instruments, account for the majority of medical device imports.
